Speaking to BBC Radio 4 in a
discussion about alcohol licensing, health spokesman Andrew Lansley said the
government should encourage people to take more personal responsibility for their actions, instead of drafting more laws.
Lansley said: "It is not in my way of thinking that we should penalise the majority who drink sensibly simply because of the excesses of the minority."
The Licensing Act in England and
Wales had delivered no obvious benefits, Lansley said.
The government is to review alcohol pricing and promotion, NHS costs and drinks labelling this year.
