In its response to the government consultation on the legislation, the body claimed that the cost of putting flaps over existing gantries would be around £1,840 per store. Government estimates are between £210 and £850.
ACS chief executive James Lowman said: “We have also found that the proposal would cause significant problems for staff in the daily activities of serving customers and restocking.
“The slowing of service times will harm customers and the costs of the ban would continue to grow over time.”
The ACS has also written to shadow ministers to ask for a full review of the proposed ban if there is a change of government.
